A Newport Mystery

I took a wrong turning on my walk up to St Woolos Cathedral, Newport Wales and found this unusual -or unique – iron object.

I posted it on X hoping for ideas but urinal or watchman’s shelter don’t work. The 2 compartments suggest to me some sort of delivery or postal role.

Then I recalled a photo I took in the area some years ago about an aristocratic suffragette. Here’s the plaque on a nearby house about Lady Risca blowing up letterboxes. Is this iron object a letterbox built to survive such attacks?

This seems to fit but I’m open to other ideas.
